Liberty Fleets Code of Conduct (FED and KDF Fleets)

I-General Conduct:

1. All members must respect the Code of Conduct/Policies and Procedures at all times.
No use of profanity or ill intended vulgar words in chat/voice channel will be tolerated. Members need to be sensitive to other individuals regardless of race, religion, age or sexual orientation. Members will be told when breaking policies and any further action will be taken up to terminating such members using "vulgar or profane" verbal tones.

2. All members must respect and obey the Chain of Command. Members should comply with any reasonable requests made by superiors. This is specially required from all Fleet Officers. Failure to comply could result in automatic suspension, demotion or expulsion depending on severity of event.

3. It is not permitted for members to belong or hold interests at other clans/guilds/fleets that engage in competing activities. Members need to seek approval from Chain of command to deviate from policy. Advertising for other competing fleets is not permitted. Recruiting to other fleets while belonging to SLF or OLF is not allowed and punishable for automatic expulsion. No member or recruit shall engage actively in AFK/Leeching while participating on PvPs/PvEs/STFs, etc while representing the fleet. No Shared account activity is permitted. If any breach of conduct results at recruit level, individual might be dismiss automatically. At level higher than member a warning might be given then individual could be dismissed in the second instance. Exceptions must be approved by the CO
 
4. All members regardless of rank are to conduct themselves in a mature and professional manner. Such conduct as flaming, harassing, spamming, racism, excessive and casual swearing, rude, abusive or physically threatening behavior will not be tolerated. The only exception is when a member asks for (and is granted) permission to talk freely; all involved in the conversation must grant permission, regardless of rank. This exception does not apply if the member(s) in question is chatting with another clan/fleet.

5. Use of abusive language, imagery or any actions that may be deemed deliberately offensive is not permitted.

Distribution and posting of inappropriate content such as that which is sexually suggestive, pornographic, contains nudity, excessive violence or gore is not acceptable. Repeated posting of inappropriate content when warned not to do so by a superior officer or fleet command can be considered an offense.

6. Impersonating another fleet member, create disharmony or attempt to deliberately give false information about you or others is not permitted.

7. No defamation against any member or any other STO players to bring disrepute is permitted while representing the fleet.

8. Hacking for any reason is not permitted. This includes tampering with fleet bank or any other fleet design. Any deposits made into the bank will remain as such “common” fleet property and any excess withdraws might be approved on a case by case basis.

9. Intent to commit vandalism or embezzle any fleet funds and/or bank is not permitted. Currently exchanges of credit/money is disable to all users as we are in process of buying more bank tabs.

10. No other fleet channels other than: Fleet, Officer, Liberty channel are approved by the council. Any others should be approved prior to use by the council to avoid conflict of interest.



Conduct in Games:

1. All members of the fleet must show respect and courtesy to members in the lobby or during a simulation game regardless of any other persons actions. All rude, abusive, or hostile behavior will be severely punished by fleet administration. Fleet Officers are to remain professional, especially if they are in the vicinity of non members.
 
PROMOTIONS AND FLEET STORES:


Full member- Be on good standing on the fleet and donate at least 20K in fleet credits. DISCOUNTED PROMO: If able to help KDF sister fleet requirement is waived after completing 10K in donations at KDF fleet for any alternates. Full member has some privileges but no access to fleet stores yet.
 
In order to participate to shop in Fleet stores the following is required:

1-Promotion to to a minimum of Senior Member level-based on activity and merit on the fleet. Approval from a Fleet VA or above or Fleet XO is needed to justify promotion. Good standing at the fleet prior to promotion is required and 1 month requirement.

2- 40K Fleet credits contribution minimum-Ability to contribute at least  40K in fleet credits for STARBASE projects (anyway you would need at least that much to buy anything in the stores). DISCOUNTED PROMO: If able to help KDF sister fleet requirement is waived after completing 25K in donations at KDF fleet for any alternates.
 
3-Fast track option-Donate 40k in fleet projects and you will have access to stores.

This has been established to diminish uncommitted players and unnecessary abuse of store provisions.

3-Honorary Fleet Member: These are members who have excelled in donating over 400K in fleet projects. They have earned a special ability to sit in Officers meetings and consider to be JR Officers by rank but with an option to either stay as an individual contributor or climb up further the chain of fleet administration command.

4-Alternates-25k donation for promotion to the same level of your main character


II- Chain of Command:
 
 Please understand that we all start as recruits. Recruits can get promoted to Members at their will. Officers are different from members since they constitute the backbone of the fleet   administration staff. This section below applies mostly to fleet officers but also to members.


1. All members and Fleet Officers must always act in the best interest of the fleet and are held at a higher standard of conduct while representing the fleet.

2. All members and Fleet Officers shall be subject to and shall follow the Chain of Command at all times. This specifically applies to all fleet officers who have assignments, duties or direct orders. No Fleet officer nor member is permitted to publicly question the propriety or wisdom of an order/directive issued to him/her nor is any fleet officer/member permitted to privately question said order/directive with another fleet officer/member. Failure to comply could result in automatic suspension, demotion or expulsion depending on severity of event


Discussion of an order issued to a Fleet officer with any person not a member of the fleet is strictly forbidden. If a member/fleet officer is troubled by an order, directive, or assignment issued to him/her, they are to immediately state their concern to the issuing  command officer, who shall note such concerns and then either withdraw or affirm the order. In the event the order is affirmed, the  member/fleet officer to whom the order, directive or assignment is issued shall diligently perform the duties required of him/her until the said order, directive, or assignment is completed. In no event may the member/fleet officer delay in performing a affirmed order he/she questioned to seek redress from a higher authority. Such delay shall be considered insubordination, even in the event the order itself is eventually withdrawn.

If, after performing the order, duty, or assignment, the member/fleet officer in question still feels that the order and/or assignment was unethical or unbecoming, he/she may take his case to his/her commanding officer. In the event that the commanding officer is the officer issuing the said order, then the member/officer in question is permitted to take his/her complaint to the next highest ranking officer. Failure to comply could result in automatic suspension, demotion or expulsion depending on severity of event. Any officer receiving a complaint regarding an order or assignment is to report it to his/her commanding officer and it is to be passed along the Chain of Command until it reaches the Executive Officer (XO) or Chief Command Officer(CO).


3. Officers and members who have knowingly and willfully multifleeted, spied, leaked sensitive information, or actively destroyed our relations with another fleets which may lead to war, are guilty of Treason. Mutifleeting could be allowed at the discretion of the CO in certain circumstances.
 
4. Any member or fleet officer found guilty of treason, sedition or insubordination offense may be dismissed from the fleet, demoted multiple ranks or issued any other punishment which is deemed appropriate. This will be done at the discretion of Fleet Administration and/or Fleet Command Executive Officer (XO).

5. Accusations of misconduct on the part of an Officer or any members shall be made promptly to the immediate commanding officer of the accused person. The commanding officer shall immediately forward the accusation to the Fleet Command Executive Officer (XO) for resolution.

6. Only Command Officers are permitted to authorize a change in rank in the fleet with approval of ALL Officers and CO.

7. Any treaties or relationships with fellow fleets must be approved by Fleet Command Officer (CO), Executive Officer (XO) and all other Officers.

8. During fleet administration meetings, when “resolutions” are put into the floor for approval a majority of 2/3 votes is needed to pass or no pass such resolution. All fleet officers’ votes will be tally and counted accordingly. All Fleet communications to members of the fleet must be pre-approved beforehand by either Fleet VA or the XO AND the CO

Voting process for resolutions:
-All voting have to be approved by a majority of the officers, XO council (if active) and the CO. 
-To be held on the forums within 1 week duration and only open to ACTIVE officers in the polling section of the Officers section.
-XO/CO will send Mail in game to ALL officers for proper voting as well as posting in the Officers forum.

If the above is not followed voting will not count.
-Any changes/additions to the fleet rules must be ratified by 2/3 majority or a clear majority as per code. This excludes code in itself.
Please refer to code for more details including veto powers. 

 
9. Fleet Chief Command Officer (CO) reserves the right of veto and right to take any action or make any decision deemed appropriate in the best interests of the fleet.

10. Fleet Administration and Executive Command Officer (XO) or Fleet Admiral reserves the right to take any action in the event of breaches of the code of conduct, including legal actions if applicable.

11. Fleet Administration reserves the right to alter these rules at any time. Any proposed alterations must be modified by all Officers and the XO.

12. In specific cases Fleet Command can authorize activity that may be in conflict with these rules but only if its deemed in the best interests of the fleet and does not breach the spirit of the Code of Conduct.
Fleet Officers asking for promotion would have to wait a period of 4 months prior to any review. Promotion will depend on merit and personal opinions of all Officers. 2/3 Majority from VA Officers or above ranking is needed to approve any promotions. Promotions for Officers should be directed to Xo or CO (see more details on Officer's code)
 
13. Any changes to this code should be approved only by at least a 2/3 majority of the entire Fleet Officer Body (ALL officers), approved by the XO council majority (if active - If council not active the FAD vote would be considered as officer vote) AND the CO.
  
 
III-Membership:

1. Members leaving the fleet and subsequently wishing to rejoin will have to follow through the same normal process by contacting for an invitation and starting as a “recruit” unless exempted by Fleet Command.

2. Members on leave of absence or wishing to go on leave must notify Fleet Command of status immediately.

3. Members previously banned from the fleet may only rejoin if the majority of Fleet Command and Officers votes in their favor.

4. By becoming a “Full member” and/or above rank of Liberty fleet, it is implied that you have read the above regulations and Code of Conduct and that you have understood this document.

5. Member/Officer Inactivity:

All inactive members will be removed from the fleet in the following manner:

If recruit level only (3 months of inactivity).
If member level ranking (3 months of inactivity)
If officer level ranking (4 months of inactivity).
Fleet Officers reserve the right to terminate members if cleared up by chain of command upon breaching of this code of conduct or upon discretion of an XO.

Unless we have written notification of leave of absence the above rules will take place as needed to create more slots for new recruits. Exceptions/waivers to this rule will be given upon authorization from the XO or the council.

Any Officer holding Office if inactive for 30 Days will be demoted for inactivity unless cleared by XO or above.
 

When in doubt please ask the CO for any of the fleet code rules. The CO and the XO council (2 or more) will decide on any changes to the code.
